CURRENT NEWS in INTERNATIONAL TRADE C-TPAT for 3PL – Asset and non-Asset Based firms
C-TPAT, the voluntary cargo security program opened membership to asset based 3PLs in early 2009, excluding non-asset based 3PL from the benefits of this program. However, this may soon change with H.R. 5619, a bill pending before Congress this week that intends to amend the SAFE Port Act to provide for the eligibility of certain non-asset based third party logistics providers (3PLs) to participate in the Customs-Trade Partnership Against Terrorism program.
Specifically, it will amend Section 212 of the SAFE Port Act (Public Law 109-347; 6 USC 962) by amending the text to list non-asset 3PLs, including DOT-licensed motor carrier brokers, as eligible for C-TPAT.Customs and Border Protection (CBP) indicated that over 85% of all security breaches occur within the transportation sector – so C-TPAT participation will improve the marketing and service capabilities for 3PL firms.

ACE Report Difficulties (3/2/2010) If you use ACE Reports on a regular basis, CBP has identified that there are some issues with Entry Summary-based reports. If your company does not currently use ACE Reports to track your importing profile, contact our subject matter experts to discuss how ACE Reports may be of use in evaluating your company's risk profile. ATTENTION REPORT USERS: U.S. Customs and Border Protection is aware that issues exist with Cargo Exam Reports and ES Compliance Reports. This is due in part to transitioning from one system to another. CBP is working on identifying new sources of data for the impacted reports. Aggregate and detail Cargo Exam Reports only contain data through CBP fiscal year 2009. These issues will impact the ES Compliance Reports as well as the importer and filer Discrepancy Quick View Reports. CBP will update the ACE Portal News Tab when additional information becomes available.
Certified Cargo Screening Program (CCSP) (2/27/2010) In August 2010, 100% of all cargo shipped via air will require screening. The Transportation Security Administration (TSA) has developed a new cargo security program, called the Certified Cargo Screening Program (CCSP), which will allow shippers to self-screen their cargo prior to shipment. Whether domestic or international, if your firm is using airfreight as a means of transportation, you or your agents should be CCSP certified.
